The TRS government is reportedly planning to revisit in what has been called as the definition of local candidate so far in education, which according to the TRS government is to make sure that genuine Telangana students may not be left out for fee reimbursement scheme. There are lakhs of students from Seemandhra origin whose parents have been settled in Hyderabad, and they also qualify the criteria as local candidates.
The BJP state unit with the blessings of the central leadership is reportedly opposing the proposal. They are saying that the government has no right to seek a change over the provisions of the AP Reorganisation Act after agreeing to its clauses. The Telangana government had stated on Monday that it will reimburse fees of only Telangana students.
According to the Presidential Order, a candidate is called deemed local if they have studied in Telangana consecutively for a period of four years till the actually qualifying examination, i.e. the Eamcet or Intermediate second year which makes many Andhras locals.
BJP leader Dr K. Laxman has already thundered saying that government should not go back after agreeing to the common education system of 10 years, which was mentioned as a clause in the Reorganisation Bill. But experts say there is no reason to panic because any such change needs a change in Article 371 D, which requires a constitutional amendment!
