Mulki rules, this is one controversial issue that has solely driven the separate Telangana agitation of 1969 and Jai Andhra movement of 1971. Those who are from that generation still remember how the call for justice changed the way in which politics took turn in Andhra Pradesh during that period.
Now in an effort so that ‘only Telangana’ people can be seen as the beneficiaries of all policies, the Telangana Chief Minister KCR is reportedly planning to rake up Mulki rules again. The rules are rather controversial and can generate a lot of issues. It was introduced by Hyderabad Nizam in 1919 to safeguard the rights of Telangana people in Hyderabad as they faced strict competition from Marathis and Kannadigas from other parts of Hyderabad state.
According to Presidential Order, those who have lived or studied for 4 or more consecutive years are considered local whereas according to Mulki rules, one has to stay at a place for 15 years to be treated as a local. This proposal will open a can of worms, according to many experts.
